Compile-time check: returns true if the string contains a ".." segment.

Rejects all of the following:

• "foo/../bar"
• "../foo"
• "foo/.."
• ".." Does NOT reject single dots (".") or dots inside filename segments ("foo..bar", "file.ext", "hidden.dotfile").
