Lets the power limiter charge a controller's RGBW conversion.

Called by CLEDController::applyRgbw – the one path in-tree that stores an Rgbw into a controller – and by Channel when its options carry one, so a sketch that never configures RGBW does not link the conversion into the limiter. Defined in power_mgt.cpp.hpp.
